Student Consumer Information

The Higher Education Act of 1965, as amended by the Higher Education Opportunity Act of 2008 (HEOA), includes many disclosure and reporting requirements. A disclosure requirement is information that a post-secondary education institution is required to distribute or make available to another party, such as students or employees. A reporting requirement is information submitted to the U.S. Department of Education or other agencies.

The Student Consumer Information provided on these pages will provide students, parents and the community with needed information about the College. We have organized the information into categories. Facilities and Services for Students with Disabilities
Students with disabilities will find that Butler County Community College can offer them many services. The college wants all students to achieve academic success, and is therefore interested in providing appropriate accommodations and support services for students with disabilities.

Academic/Out Of State Student Grievance Procedure
Students who reside outside of the state of Pennsylvania and are enrolled in online courses through Butler County Community College should attempt to resolve any academic issues or complaints through the College’s standard procedure for filing academic grievances. If the issue is not or cannot be resolved after all internal procedures have been exhausted, the student may file a complaint with the state of residence or the Middle States Commission on Higher Education (the College’s primary accrediting agency). This is in compliance with the Federal Department of Education’s State Authorization Regulations.

Distance Education Student Identity Verification
BC3 complies with the federal Student Identity Verification regulation (34 CFR 602.17(g)), wherein an institution of higher education is required to have processes in place through which the institution establishes that a student who registers in any course offered via distance education or correspondence is the same student who academically engages in the course or program.

  1. Students enrolled in classes delivered via distance education may be required by their instructors to show their BC3-issued student ID or a valid government-issued ID, use a webcam and microphone, and/or take proctored examinations, which may include video, as well as audio recording with consent of the student. In addition, new or other technologies and practices to assist in verifying student identity may be utilized.
  2. All methods of verifying student identity in distance education must protect the privacy of student information in accordance with the Family Educational Rights and Privacy Act (FERPA) and any other applicable laws or regulations regarding the confidentiality of personally identifiable information.
  3. Additional costs for proctoring services or use of other technologies and practices may apply. Costs may vary. Students will be notified of any additional costs related to Student Identity Verification on or before the first day of class via the instructor’s Course Outline and/or the Course Materials page on the College’s Bookstore website.

BC3 is a SARA-approved institution through the Pennsylvania Department of Education (PDE), and a member in good standing with the National Council for State Authorization Reciprocity Agreements (NC-SARA).  This page provides additional information regarding State Authorization at BC3.

Transfer of Credit Policy- Transfer Credits to BC3
Students at Butler County Community College may receive credit for graded courses taken at most other accredited, degree-granting institutions.

Articulation Agreements
Butler County Community College has signed formal articulation agreements with many four-year institutions. These agreements assure students certain considerations when transferring into the junior class if the Associate Degree is earned.
